The clear gap between the weep holes and the ground is the zone where termite activity would have to become visible.

What goes wrong without them
Water held against the frame behind the brick: slow, hidden and expensive.
The fix
Weep holes can be formed retrospectively and levels can be cut back. Both are ordinary trade work.
